Designed and constructed a new large roof government building for Tambayama Village

Taiyo Kogyo Corporation (Tokyo headquarters: Setagaya-ku, Tokyo; Osaka headquarters: Yodogawa-ku, Osaka; President: Yumi Nomura), a company involved in large membrane structures (tent structures) and civil engineering and logistics materials, has received an order for the design and construction of a new government building from Tambayama Village (Yamanashi Prefecture), which has a population of 530 and is the smallest municipality in Kanto, excluding remote islands. The project has now been completed. The new building, with a large roof that wraps around the road and mountains, will be in operation from April 2023.

The new Tambayama Village Hall is built facing the Ome Kaido road that runs east to west through the center of the village. The new Tambayama Village Hall, with its large laminated larch roof, will be the symbol of the village and a place where people from all walks of life, including those who live in the village, those who visit the mountains, and those who pass by along the road, will meet and mingle. It will be a two-story building with an open image where villagers, visitors and those passing by on the Ome Road can meet and talk with each other.

The new building is a hybrid of reinforced concrete, steel and wood construction. Bone and steel columns and beams were erected on a reinforced concrete podium, followed by a wood roof. The building was reinforced prior to the construction to prevent landslides on the north side of the building. The new building will serve not only as a town hall, but also as a center for tourism, a playground for children, a gathering place for the elderly, a base in times of disaster, a stage for festivals, and many other activities.

The terrace along the Oume Kaido will be used as a waiting area for buses. The new building will have various spaces inside and outside, and will be like a home for the people of the village, where people will gather even if they have no use for the building.

Disaster Preparedness and Environmental Considerations

The new building, which will serve as a base in the event of a disaster or emergency, is equipped with a storage room with three days’ worth of unused electricity, three days’ worth of used water, and three days’ worth of drinking water (stored in PET bottles). The building is also equipped with a water drainage reservoir and solar power generation system to maintain its functionality in the event of a disaster. The roof shape takes advantage of the sloped-surface site characteristics for natural ventilation, and a large roof shade provides thorough shielding from the sun’s rays. This reduces running costs and CO2 emissions, making it an environmentally friendly new government building.

A spacious and well-flooded lobby is located along the street. The offices, the mayor’s office, and other daily business areas are concentrated on the first floor, and the reception desk for visitors is also on the first floor.

Bright, open lobby space with good visibility. A reception counter is set up right after the entrance air vent, creating an atmosphere where you can easily approach the staff. In the center of the entrance hall, there is a display corner introducing the specialties of Tambayama, which can be used like an annex of a roadside station.

In addition to the council space and staff meetings, there is a large meeting room, a small meeting room, and a library area that can be freely used by villagers for workshops and after-school study.

The large meeting room on the second floor can be divided by a movable partition. It can be used for various purposes, such as as a council chamber during council sessions and as a multi-functional hall for daily use by both staff and villagers.

Background of Orders Received

We formed a joint venture with Naoki Hashimoto Architects and entered a design-build proposal for the construction of a new government building. In order to meet the diverse requirements of the new government building, we designed a robust building with a mixed concrete, steel, and wood structure and a metal roof, and a bright terrace with a membrane roof along the street. The originality of the design and its role as a center for village development for the future were highly evaluated, and we were awarded the contract.
