Production Control Department, Petroleum Products Manufacturing Company N

With the increase in the number of products handled, there is an urgent need to secure storage space for hazardous materials.

In recent years, the needs of customers have been diversifying, and the company has been required to respond to the production of a wide variety of products in small lots. This has resulted in an increase in the number of products handled by Company N and the number of raw materials to be stored, which has necessitated the need to accumulate storage space. Among these, petroleum and other products are classified as hazardous materials, so it was necessary to store them in a manner stipulated by the Fire Defense Law.

Warehouse for storing hazardous materials. No knowledge of how to build a new low-cost...

Company N, a manufacturer of petroleum products, handled materials classified as Class III and IV petroleum as raw materials. The number of products to be handled was expected to increase in the future, so securing a storage location was an urgent issue.

However, Petroleum No. 3 and Petroleum No. 4 are defined as Class 4 hazardous materials under the Fire Service Law, and companies are obligated to store them in hazardous material warehouses. It was anticipated that it would be time-consuming and costly to construct a new hazardous materials warehouse as before, in accordance with the Fire Service Law.

Mr. A of the Production Management Department, who was on a mission to build a warehouse. He was overwhelmed by this challenge.
The transition to high-mix, small-lot production was inevitable, so we had to quickly secure storage space for hazardous materials while keeping warehouse construction costs down,” said A.

Members of the Production Management Department begin to explore new avenues. However, hazardous materials warehouses are subject not only to the Fire Service Law, but also to more detailed requirements specified by each local government ordinance. Company N, however, did not have the knowledge to meet these requirements.

As a desperate measure, we considered using an outside warehouse for hazardous materials, but the competition with other companies was so fierce that no matter which warehouse operator we consulted, there were no vacancies.

Soon after, the company received repeated requests from the head office to hurry up and secure storage space for raw materials. The Production Management Department could not find a solution, and its members were at a loss.

Key Points of the Issue

  1. It was necessary to secure a place to store Petroleum No. 3 and Petroleum No. 4, which are defined as Hazardous Materials Class 4.
  2. Building a new hazardous materials warehouse in compliance with the Fire Service Law is time-consuming and costly.
  3. Did not have the knowledge to comply with the law and each municipality’s ordinances

solution

Key Points of Solution

  1. Depending on the hazardous materials stored and quantity, storage in a tent warehouse can meet legal requirements.
  2. Tent warehouses can be constructed at low cost and in a short construction period because of their simple structure.
  3. Reliable support based on experience negotiating with government and fire departments

Members of the Production Management Department continued to gather information. At that time, one of the members found a case study on the use of a “tent warehouse” as a warehouse for hazardous materials through a web search. Mr. A became interested and immediately contacted Taiyo Kogyo, the distributor.

What Taiyo Kogyo was developing was a flex system using a membrane structure. The “tent warehouse” using this system has a very simple structure and can be constructed at low cost and in a short construction period.

At first, we thought that storing hazardous materials would be difficult unless the building was a solid, fireproof structure. However, after talking with a representative from Taiyo Kogyo, we learned that depending on the quantity and type of goods stored, a tent warehouse could clear the legal hurdles.

The Production Management Department approaches the person in charge at Taiyo Kogyo for specific advice. The person in charge recommended that the contents currently held by Company N that need to be stored as hazardous materials be re-sorted.

We immediately conducted a detailed investigation of the hazardous materials stored within Company N and found several types of hazardous materials that could be stored in Taiyo Kogyo’s “tent warehouse”.
If a tent warehouse is sufficient, there is no need to build the same hazardous materials warehouse at a higher cost. We actually calculated the cost and found that we could cut costs significantly compared to the cost of constructing a conventional hazardous materials warehouse at the same time,” said Mr. A.

Taiyo Kogyo’s “Tent Warehouse” had already been installed in a large number of warehouses for hazardous materials, and the company had a wealth of experience in dealing with government agencies, so they were able to provide one-stop support for dealing with the fire department, something Company N was not familiar with.
Company N immediately decides to begin construction of a “tent warehouse” to be used as a hazardous materials warehouse. Currently, with support from Taiyo Kogyo, the company is in the process of securing storage space for hazardous materials.
